# Affordable Housing Certification and Compliance

Catharsis Ventures consults for property owners, state and local housing agencies, and property managers who have to prove a restriction is being met.

Who We Serve

## One Desk for the People Who Sign, Monitor, and Operate

We prepare the certification file, the annual report, and the backup a signer can hand to a council, a lender, a housing agency, or a property appraiser. The owner, the agency, or the authorized representative remains the party that signs and submits.

### Property Owners

Certification applications, annual owner certifications, regulatory-agreement abstracts, and the package that keeps a tax exemption or a recorded set-aside in force. You keep the signature. We build the file behind it.

### State and Local Agencies

Monitoring support for housing departments that have the duty and a small staff. Sample reviews, exception logs, and the annual report the statute tells the city or county to file.

### Property Managers

Income certifications, rent and utility-allowance limits, lease-up files, waitlists, and rent-roll reconciliation. Site teams keep operating the property. We keep the compliance file matched to the program.

What We Prepare

## The File, the Calendar, and the Report

Each engagement starts from the recorded restriction and that program's manual. Figures are taken from the current agency chart. A missing document stays a missing document.

📄

### Certification Files

Portal data, market-study packages, unit registers, and the attestation packet the owner reviews before submission.

📅

### Annual Compliance

Rent-roll reconciliation, file sampling, limit updates, and a written exception log for the owner or the agency.

🏛

### Agency Reporting

The municipal or state report shell, the unit count, and the backup a housing department needs when it relies on another party's review.

🔑

### Manager Support

Move-in checklists, lease-up file review, affirmative-marketing backup, and a renewal flag when a new rent limit will break the cap.

Programs

## State and Local Programs We Support

Coverage is national. The product is the certification and the ongoing file for deed-restricted, locally mandated, and state-financed housing. Federal low-income housing tax credit monitoring under Section 42 stays with the state housing credit agency. We take the state and local layer on the same asset, including restrictions that have no tax credits at all.

### Texas

Public Facility Corporations under Local Government Code Chapter 303, including House Bill 2071 developments that TDHCA monitors. Housing Finance Corporations under Chapter 394, as amended by House Bill 21. TDHCA Housing Tax Credits, Multifamily Direct Loan, the Housing Trust Fund, and multifamily revenue bonds, reported through the Annual Owner's Compliance Report in the Compliance Monitoring and Tracking System. Local incentive agreements, including Austin SMART Housing and Affordability Unlocked. We prepare the income, rent, and unit file behind the June 1 audit or the April 30 owner report. TDHCA remains the monitor, and a qualified auditor signs the PFC or HFC audit.

### Florida

Live Local Act, including the 2026 updates in HB 1389. Florida Housing Finance Corporation Multifamily Middle Market certification. State Housing Initiatives Partnership (SHIP) and rule 67-37. State Apartment Incentive Loan (SAIL). We prepare the Middle Market portal file and the follow-on property-appraiser filing. The owner's authorized representative signs and submits. Florida Housing certifies the request. The property appraiser decides the exemption.

### California

Density-bonus housing, local inclusionary ordinances, and rentals funded by the Department of Housing and Community Development. Set-aside tracking, income and rent certifications, and the report a city uses toward its housing element.

### New Jersey

Fair Housing Act and Mount Laurel obligations, Uniform Housing Affordability Controls (UHAC), and the Affordable Housing Monitoring System. Move-in certifications, affirmative marketing, and the municipal unit and trust-fund report.

### Massachusetts

Chapter 40B and MassHousing affordability monitoring. Annual compliance reports, rental owner certifications, and resale, refinance, and capital-improvement files on ownership units.

### New York

Section 485-x, the former 421-a program, and New York City Mandatory Inclusionary Housing. Certification files, restrictive-declaration support, and annual reporting for owners and property managers.

### Washington

Multifamily Tax Exemption (MFTE) under RCW 84.14. City certificate files, owner self-certification packages, and the record Commerce reviews on for-profit properties.

### Colorado

Proposition 123. Unit-count evidence for jurisdictions that made a commitment, and the file that shows restricted units stayed restricted after the reporting deadline.

### Oregon

LIFT, document-recording-fee housing programs, and local inclusionary housing, including Portland. Income, rent, and affordability-period tests on state and local declarations.

### Maryland

Rental Housing Works, Department of Housing and Community Development rental loans, and Montgomery County Moderately Priced Dwelling Units (MPDU). Rental administration and ownership resale files.

### Connecticut

Section 8-30g, plus Department of Housing and Connecticut Housing Finance Authority deed restrictions. Buyer qualification and resale-price support, and rental certification files.

### Minnesota

Housing infrastructure bonds, state appropriations, HOME, and the National Housing Trust Fund. File review through the affordability period, including supportive-housing commitments.

### Layered National Restrictions

HOME, the National Housing Trust Fund, and tax-exempt bond regulatory agreements that impose income and rent tests without a housing-credit file. The local or state restriction is often the layer the annual tax-credit review does not cover.

How It Works

## From the Restriction to a Report Someone Can Sign

1

### Name the Program

We read the recorded restriction and the current manual, and we list the set-aside, the AMI bands, the rent formula, and the reporting date.

2

### Build the File

Unit register, income and rent limits, market study, and the checklist of what the owner or manager still has to send.

3

### Review the Units

Tenant files and the rent roll are checked against that program. A gap is reported as a gap.

4

### Hand Off the Package

The signer receives the certification form, the annual report, or the appraiser filing, with the backup attached.

## Tell Us the Property and the Program

A Texas PFC or HFC audit, a TDHCA owner report, the Live Local Act, SHIP, inclusionary housing, UHAC, Chapter 40B, 485-x, MFTE, Proposition 123, or another recorded restriction. We will tell you what the file needs and who has to sign it.
